You want to fire it and hit the Quadcopter, easiest way is to keep out of the way of the exploding bombs and wait for the Quadcopter to stop moving then fire up from beneath. Next the boss will drop bombs, there will be a small bomb, drop this in the hole to load it up in the catapult. If you do get hit with concrete, you'll need a bomb explosion to clear it.
